Fed Cup favourites USA set up a semi-final clash with defending champions Russia on Sunday.
World number one Lindsay Davenport's 6-4 6-0 victory over Els Callens gave the US an unassailable 3-0 lead in their tie against Belgium in Florida.
Both Davenport and Venus Williams had notched routine wins on Saturday to put the hosts 2-0 up.
Williams added another win in the 'dead' fourth rubber beofre Davenport and Corina Morariu took the doubles to give the US a whitewash win, achieved without dropping a single set.
Russia, meanwhile, recorded a 4-1 triumph over a determined Italy side who had ended Saturday's action level at 1-1.
However, on Sunday Elena Dementieva and Elena Bovina both won their singles rubbers to put Russia into the last four.
Dementieva had to save four match points in the second set of her clash with Francesca Schiavone before winning 4-6 7-6 6-0.
And then Bovina also had a tight tussle against Tathiana Garbin before prevailing 6-3 3-6 6-2.
The Americans will now travel to Moscow in July.
The other semi-final will see France entertain Spain.
France overcame Austria 4-1 in Portschach.
Virginie Razzano, standing in for the injured Amelie Mauresmo put them 2-1 up by winning Sunday's opening rubber 6-3 7-6 against Yvonne Meusburger.
And Nathalie Dechy secured the tie with a 7-6 6-2 triumph over 14-year-old Tamira Paszek.
Spain's victory over Argentina was the most exciting of the four World Group I ties.
The Argentines trailed 2-0 after Saturday's play, but Gisela Dulko and Mariana Diaz-Oliva won the reverse singles to take the tie to the deciding doubles.
However, Spain's Anabel Medina Garrigues and Nuria Llagostera Vives held their nerve to earn the crucial third point by beating Dulko and Maria-Emilia Salerni 6-4 6-4.
Belgium, Italy, Austria and Argentina now go into the promotion/relegation play-offs against the winners of the four World Group II ties.
In the second tier, Croatia, Czech Republic and Switzerland all won their ties on the fifth and final doubles rubber, while Germany also progressed with a 4-1 win over Thailand.
On Saturday Great Britain were beaten 2-1 by Ukraine in their 'dead' Euro/Africa Zone I tie.
Katie O'Brien won Britain's point with a singles victory, but Ukraine won the final two rubbers to leave Britain in joint 11th place out of the 16 teams competing in Turkey.
They had already avoided relegation with a victory over Denmark earlier in the week.
