Russian fifth seed Pavlyuchenkova prevailed 3-6 6-2 6-4 against unseeded Romanian Monica Niculescu to give herself a shot at a fourth career title, and a first of 2013.
German Kerber was pushed similarly hard in her last-four clash before denying Maria Kirilenko a showdown with her compatriot in the final.
Eventually Kerber won 6-4 2-6 6-2 against the third seed and will be targeting her third title on the WTA tour.
Like Pavlyuchenkova, Kerber has not lifted a trophy yet this year, and it may be the Russian who takes the psychological edge into the final having beaten Kerber in straight sets - on a pair of tie-breaks - on her way to the Brisbane International final at the start of the year. Pavyluchenkova lost that final to Serena Williams.
It will be world number six Kerber's first final of the year.
