The Chinese Taipei player was comprehensively beaten 6-2 6-2 by New Zealand's Marina Erakovic, who next faces home wild card Varatchaya Wongteanchai.
The world number 248 also pulled off an impressive upset by defeating fast-rising German teenager Annika Beck 6-3 6-3.
Russia's Alexandra Panova edged a tight first set on a tie-break against Irina-Camelia Begu and went through when the Romanian pulled out trailing 7-6 (8/6) 3-2 while France's Mathilde Johansson defeated Hsieh's countrywoman Chang Kai-chen 6-4 6-3.
