Judy Murray's team will face Portugal, Hungary and Bosnia in Pool B in Israel next month. All three teams are below GB in the Fed Cup rankings.
Hungary would, on paper, appear to offer the biggest threat. Like GB, they have two players currently in the world's top 100. However, both Timea Babos and Melinda Czink are ranked lower than Britons Heather Watson and Laura Robson.
GB will need to finish top of the pool to stand a chance of promotion. If they do, they will face the winner of Pool D - either Slovenia, Netherlands, Bulgaria or Luxembourg - for a place in April's World Group II play-offs.
Watson and Robson will spearhead GB's promotion bid, while Anne Keothavong is also on the team alongside Australia-born newcomer Johanna Konta.
Meanwhile, it emerged on Monday that world number one Victoria Azarenka will not play for Belarus.
She had been named in their squad last week but the Belarus Tennis Federation on Monday published a new squad without Azarenka in it.
Her absence seriously damages the chances of her country winning promotion. It is, however, a boost to Poland, who will be led by world number four Agnieszka Radwanska and will be favourites from the other half of the draw to progress.
The action in Eilat takes place from February 6-9.
