The young Mallorcan, a doubles winner with Tommy Robredo on Saturday, knew victory in his reverse singles clash would put Spain through and didn't disappoint in Alicante.
Nadal was into his stride straight away in front of a partisan home crowd, breaking early to wrap up the first set 6-4.
Clement, a late replacement for Fabrice Santoro, looked visibly rattled after that and wilted as Nadal played some wonderful stuff from the baseline to wrap up a 6-4 6-1 6-2 win.
Spain, who completed a 4-1 win in the tie when Tommy Robredo won the final dead rubber against Paul-Henri Mathieu, will now host the USA in the final on December 3-5.
The USA easily progressed with a 4-0 victory over surprise semi-finalists Belarus in Charleston.
Twins Mike and Bob Bryan clinched an early success for the Americans, winning the doubles on Saturday for an unassailable 3-0 lead.
Andy Roddick and Mardy Fish had won their opening singles on Friday.
Roddick made it 4-0 on Sunday before Fish's second match was rained off.
