Cooper made an instant impact for Wales, scoring a try within eight minutes of his debut against Italy in Rome in 2001.
But to date he has only won 10 caps at full international level, with the presence of Dwayne Peel ahead of him regularly seeing him reduced to a bench role.
Cooper has represented Wales from Under-18 upwards and holds the record for Under-21 caps, having played 15 times at that level.
A schoolboy wing, Cooper will be turning out for Celtic Warriors on his return from World Cup duty after a lengthy spell with Bath in the Zurich Premiership.
