Ross had made gradual progress through the ranks and was a key figure in Scotland A during their Six Nations campaign in 2002.
He made his full debut for Scotland in 2001, claiming a record 23 points in the 43-20 success against Tonga.
His fine form for Leeds Tykes and immaculate goalkicking mean he is now in front of Duncan Hodge and Gregor Townsned in the race for the fly-half role.
