Phillips, along with team-mates Dwayne Haare and Stephen Brett, is alleged to have been intoxicated on October 11 when the squad met the day after defeating Grenoble 37-6 in the Amlin Challenge Cup.
According to reports in France, Bayonne deputy chairman Philippe Rugierri has announced that he will discuss the matter with the trio on Tuesday.
Phillips, who was dropped for Thursday's defeat by Wasps, has a checkered disciplinary record.
He was fined and suspended for 10 days by relegation-threatened Bayonne for an off-field incident last year and was banned by Wales in 2011 following a confrontation with a doorman in Cardiff.
Phillips, capped 77 times by Wales, was a central figure during the British and Irish Lions' triumphant series victory over Australia during the summer.
