The former St Helens goal-kicking winger spent the end of last season on loan from Langtree Park with Super League rivals Hull FC.
The 22-year-old has now, however, signed a one-year deal with the Bulls during the close season after securing his release from Saints.
Bradford endured a turbulent 2012 having entered administration, but Foster does not believe new head coach Francis Cummins has a rebuilding job on his hands as strong foundations are already in place.
"I'm loving it here, I really am," Foster told the Telegraph and Argus. "To be quite honest, it's better than how I expected it to be.
"I thought it may be more of a building process, but it's more advanced than that. Everything is in place and the training is particularly good.
"I've played with some top players at St Helens and Hull but we're really not far off the pace here at all. Things are looking good and I genuinely believe we're firmly on track."
