The 22-year-old Auckland-born player, who joined the Robins in April following his release by North Queensland Cowboys, has been cut for disciplinary reasons.
A statement from the club said: "Hull Kingston Rovers can confirm the club has terminated the contract of first-team player Wayne Ulugia with immediate effect due to repeated breaches of club discipline.
"The former North Queensland Cowboys back joined the Robins on an 18-month contract earlier this season and made three appearances for the club, scoring one try.
"The club will be making no further comment on this matter."
Ulugia made his Super League debut against Widnes on May 4 but made only two more appearances before being dropped, along with prop forward Jonny Walker, after both players were thought to have been involved in a drinking session in the aftermath of the 34-6 home defeat by Warrington.
