The Australian got the best out of his tyres to pass Fernando Alonso late on and record his second victory of the season, having also scored in Monaco.
Alonso had led from the start following a scintillating qualifying lap but had to settle for second, a result that saw his lead in the title race cut to 13 points over Webber.
Alonso remains favourite at a best of 15/8 with BetVictor, while Sebastian Vettel is out to 9/4 with Ladbrokes and Coral having finished third.
The reigning champion is a further 16 points behind his team-mate Webber and in turn eight clear of Lewis Hamilton, who can be backed at 5/1 with bet365 and Ladbrokes having finished eighth at Silverstone.
Coral think the Drivers' Championship will go to one of the four, quoting 25s bar, and their David Stevens said: "In this most open and exciting of seasons, the British Grand Prix was another in-running thriller, with Mark Webber's victory ensuring the title race is now a four-driver contest."
William Hill meanwhile offer 3/1 that a British driver wins the Grand Prix next year, after disappointing efforts from Hamilton, Jenson Button and Paul Di Resta.
"The British drivers are not having a great year and the Silverstone shocker continues," said spokesman Rupert Adams.
"The odds suggest we could have a long wait for another British winner at our home Grand Prix."
