Lotus' Maldonado ran into the side of Gutierrez on lap 40, sending the Mexican's car into a somersault from which he was fortunate to escape without injury.
Maldonado was quickly handed a 10-second stop-go penalty, and on further review by the stewards after the race will also now drop five places on the grid for the Chinese Grand Prix on April 20.
Under the new regulations for this season in which drivers collect penalty points - with a total of 12 in a 12-month period from the date of the first offence resulting in a one-race ban - Maldonado has become the first to collect three for a single incident.
Marussia's Jules Bianchi has also collected two penalty points after an accident with Adrian Sutil early in the race which led to the German retiring his Sauber.
After just three races Bianchi already has four points in total against his name.
