Diomansy Kamara's strike early in the second half extended promotion-chasing West Brom's winning run to six matches in all competitions.
Kamara tucked away the winner after superb work from Jason Koumas to give Albion their fourth away win of the campaign and leave lowly Hull licking their wounds after a second home defeat in five days.
West Brom looked the more fluent of the two sides from the start and Kamara forced the first save of the contest, with Hull goalkeeper Bo Myhill diving to his left to save a drilled shot from 15 yards.
West Brom should have opened the scoring when Damien Delaney and Ian Ashbee made a mess of a deep free-kick from Neil Clement, but Phillips somehow fired wide of the right-hand post when unmarked seven yards out.
Minutes later Phillips fared no better from 25 yards, with a powerful drive flying well over the crossbar.
Hull were struggling to create clear chances, with Jon Parkin and Nicky Forster both scuffing efforts when well positioned just inside the penalty area.
Forster then forced Dean Kiely to full stretch with a deflected right-footed effort from 20 yards.
At the other end, Richard Chaplow set off on a mazy run down the left, but having charged into the Hull penalty area, he poked a shot into the side-netting from a tight angle.
However, the visitors came desperately close to snatching the lead when Koumas' blistering 25-yard right-footed drive smacked against the upright just before the break.
Kamara tested Myhill with a 20-yard left-footed effort in the early moments of the second half.
Kamara then latched on to a high ball but could not evade Myhill, who sprinted out to get a hand to his attempted lob.
However, it proved to be third time lucky for Kamara 14 minutes into the second half, when he ran onto a clever through ball from Koumas to fire a low, left-footed shot under Myhill from 10 yards.
The hosts then had Myhill to thank for an incredible triple save when he denied substitute Nathan Ellington twice from point-blank range before tipping over a long-range strike from Chaplow.
Hull suffered another blow when, having already introduced their three substitutes, Ryan France left the field on a stretcher with 13 minutes remaining.
West Brom should have wrapped the game up when the home defence failed to react to Zoltan Gera's chipped cross from the right, but Robert Koren wastefully blazed over from eight yards.
Ellington had another opportunity to extend the lead late on but he drilled into the side-netting, and Kamara should have made it 2-0 in stoppage time but sliced wide from Gera's cross from six yards.
