Fabregas has moved to Stamford Bridge on a five-year deal and his acquisition has impressed the traders at the Leeds-based firm.
They have cut Chelsea, who also look set to sign striker Diego Costa from Atletico Madrid in the coming weeks, from 2/1 to 15/8, while reigning champions City are out from 15/8 to 2/1.
Chelsea, who finished four points behind City in this season's title race, are also 10/1 to win next season's Champions League with Sky Bet.
The firm's head of football, Paul Wiggins, said: “It looks like Chelsea are getting their business done early and, while Fabregas is obviously a fantastic acquisition, Costa’s is arguably the most important given their lack of a prolific marksman last season.
“Our punters have reacted quickly by backing the Blues for success next season and we tend to agree with their judgment, making them favourites for the Premier League title.”
Manchester United and Liverpool are next in the title betting (both 6/1) with Fabregas' former club Arsenal fifth favourites at 10/1.
