Van Aanholt, 23, joins the Black Cats for an undisclosed fee and becomes their fourth new signing of the summer.
He has a pair of international caps to his name and was named in Netherlands boss Louis van Gaal’s 30-man provisional squad ahead of the recent World Cup.
Van Aanholt joined Chelsea from PSV Eindhoven in 2007 but has made only eight appearances for the first team and has spent the last two seasons on loan with Vitesse Arhem.
And he now becomes the latest signing by Sunderland boss Gus Poyet, who has already acquired Billy Jones, Costel Pantilimon and Jordi Gomez this summer.
His time with Chelsea, for whom he made a total of just eight appearances, has featured a series of loans including stints with Coventry in 2009, Newcastle in 2010 and Leicester and then Wigan in 2011.
He has spent the last two-and-a-half seasons on loan at Dutch outfit Vitesse Arnhem and has been capped twice at senior international level.
Van Aanholt was named in Louis van Gaal's 30-man provisional Holland squad ahead of this summer's World Cup, but did not make the final 23-man cut for the tournament in Brazil.
