Both players have not been offered new deals by the Sky Bet Championship play-off finalists.
With Lee Grant an ever-present between the posts this season for the Rams, Legzdins has not made a single appearance for the club during the 2013/14 campaign.
Bailey has played in just two matches this season, coming on as a late substitute against Chelsea in the FA Cup in January and in the league at Blackpool last month.
Legzdins said on Twitter: "Excited to be starting a new chapter in my career and look forward to what the future holds. Big thanks to everyone connected with Derby County for three fantastic years."
Meanwhile, Bailey took to the social networking site to say: "Massive thank you to the people who made my time as a Derby County player so special - players, staff and supporters. Great memories and will always wish the club well. On to the next challenge."
Goalkeeper Ross Atkins, defenders James O'Connor, Valentin Gjokaj and Michael Hoganson and striker Callum Ball were released by Derby earlier this month.
