The 21-year-old Swiss forward, whose 17 goals were not enough to keep Nurnberg in the Bundesliga this season, has signed a five-year contract with the Champions League participants and joins for an undisclosed fee.
"This signing is a clear signal of our intentions for the future," Leverkusen's general manager Michael Schade said on Monday.
"Josip Drmic has proven his extra class in the Bundesliga this season and he is one of the best strikers in the league.
"We want to improve the quality of our attack even further with him as we challenge once again for the Champions League."
Drmic is likely to take the place of compatriot Eren Derdiyok, who is set to leave the club at the end of his season-long loan move from Hoffenheim.
