The 19-year-old, who has signed a deal that keeps him at the Liberty Stadium until 2015, can play in defence or midfield and did not make any first-team appearances for Rovers.
With deals already done for David N'Gog of Bolton and Hearts' midfielder Adam King, Hanley - who was part of the Blackburn team that reached the final of the FA Youth Cup in 2012 - becomes Michael Laudrup's third signing of the January transfer window but is unlikely to go straight in to Laudrup's first-team set-up.
Swansea's 2-0 win over Fulham on Tuesday evening was their first league victory since December 4 as Laudrup looks to juggle a successful Premier League campaign with a tilt at Europa League success.
The reigning Capital One Cup holders will face a tough test against Rafael Benitez's Napoli side in the first knockout stage of the Europa League after the Swans came through a group including Valencia, Kuban Krasnodar and St Gallen.
