The 28-year-old has been forced to withdraw from Hodgson's 25-man squad due to injury and misses out on the chance to win his 30th cap.
A short statement released on the Football Association's official website on Sunday night read: "Manchester United forward Ashley Young has withdrawn from the England squad.
"Following discussions between club England medical staff and their counterparts at the club, it was clear that Young would not be ready for the match with Scotland on Wednesday."
Young injured his ankle in the Manchester derby back in April, ruling him out of the rest of the 2012/13 campaign.
He suffered a setback in mid July and although he returned to play in the friendly win over Kitchee in Hong Kong at the end of last month, Young was not involved in either Rio Ferdinand's testimonial against Sevilla on Friday night or Sunday's Community Shield clash at Wembley.
