The midfielder signed a permanent deal last summer following a successful loan from French club Nancy.
But Diakite featured just six times under Harry Redknapp's management, and the Rangers boss is happy to sanction his departure before the end of the transfer window.
"Diakite wants to go," Redknapp said. "We won't stand in his way. He's had knee surgery and he's not fit at the moment, but we're happy to let him go."
Redknapp has added Richard Dunne, Danny Simpson, Karl Henry and Charlie Austin to his squad this summer and is looking to strengthen further.
Talks are ongoing over a loan deal for Liverpool winger Oussama Assaidi, but Redknapp is pessimistic about the chances of landing either of two players he managed at Tottenham - Jermain Defoe and Scott Parker.
"I think it would be wishful thinking regarding Defoe," he said. "I've signed him so many times, but it will be a very difficult one for us.
"Everybody would love Scott Parker in their team - but, again, I think it will be very difficult to get him here."
As for striker Austin, Redknapp has challenged the recent arrival to match the achievements of Rickie Lambert, who was called into the England squad this week after years spent in the lower divisions.
He said: "Charlie has settled in superbly for us. He's been excellent and looks a proper centre-forward. Lambert's call-up should be an inspiration for Charlie. He's got the ability to go all the way in his career."
