The Premier League outfit are reportedly keen to add the 23-year-old to their ranks for a proposed transfer fee of £7.5million.
But the Bundesliga side have no intention of letting go of Kiyotake, who is under contract until June 2015 and has established himself a key player after joining at the start of last season.
Bader told Nurnberger Nachrichten newspaper: "I am able to confirm this transfer enquiry from Aston Villa.
"We have made it clear to Aston Villa we have no interest nor intention to sell the player."
