Argentina international Higuain revealed over the weekend that he has decided to leave Real this summer in search of a new challenge.
Higuain has spent the past six years at the Santiago Bernabeu and Arsenal have been strongly linked with a bid for the 25-year-old.
Juventus, however, are the favourites to sign Higuain after the forward confirmed that joining the Italian champions is a 'possibility'.
Perez stated it is not Real's decision to part with Higuain and suggested that any clubs wanting to sign the player must meet his release clause.
"Higuain is absolutely wrong that the club has put him up for sale," Perez told Punto Pelota.
"He has said he wants to go and has no offers. I'll talk to him.
"At this club, if you want to go, you know what to do - meet the clause because it's not easy to leave if you do not want the club.
"Juve is a friend and did not say anything to us, so we are surprised."
