The France international, 23, is under contract until the end of the campaign but has been linked with Wolfsburg and Fenerbahce this summer.
However, he told the club's official website: "I am under contract with Toulouse and I have to give everything for the club.
"That's what I've always done - in good times or bad, I give my all.
"I started my season here and I will finish it here, no problem."
Sissoko was not given the chance to add to his three caps when national team boss Didier Deschamps announced his squad on Wednesday for the World Cup qualifiers against Finland and Belarus.
While disappointed, he insisted he would not dwell on his omission and will not allow it to sway him in favour of a move to a higher-profile club, promising instead to try to boost his chances by achieving success with Le Tefece.
"Everyone wants to play for the biggest clubs, but it is not the time to talk about a transfer," he said.
"Yes, I was a little bit disappointed not to figure in the list, but I will not get down about it. There will be other chances, it will be up to me to keep producing good performances.
"We have to stay in the upper part of the table, then I will give myself every chance to get back in the France team."
