Vokes joined Wolves from Bournemouth in 2008, but he has started only four league games and has taken in numerous loan spells.
Last season the Wales international enjoyed time with Burnley and Brighton & Hove Albion, and has previously been on loan at Leeds United, Bristol City, Sheffield United and Norwich City.
The 22-year-old has now spoken to Solbakken regarding his future and a decision has been reached to allow the forward to seek a new challenge.
"For Sam I think it is best to find a new challenge," Solbakken told the club's official website.
"I have spoken to him about that and we have had an honest, open discussion.
"If an offer is right and Sam is happy and we are happy he will be allowed to leave on a permanent basis.
"We haven't had any offers to date but just had an open chat with Sam two days ago about what is best for him and for us."
