Kim has been a target for SPL champions Celtic and Bundesliga title winners Borussia Dortmund, but has opted for a move to the Championship.
The winger, who is currently on Olympics duty with South Korea, is expected to cost around £2million and Cardiff boss Malky Mackay feels a deal is close to completion.
"Everything went perfect with the agent and the player," said Mackay on Wales Online.
"I'm pretty confident it will go through, There are just one or two things to sort out at the Japanese end."
Bluebirds chief executive Alan Whiteley added: "We're hopeful we'll be able to close that [deal] within the next few days.
"We think we've made good progress on the negotiations. Like all these things you always hesitate to say too much until the ink is on the paper.
"Obviously there's work permit issues as well but I think we've made pretty good progress this week."
