Rovers boss Dean Saunders confirmed that the 24-year-old has been given permission to travel to the Riverside to hold talks with Boro.
Saunders is keen to improve his squad following relegation to League One and the sale of Friend would free up funds for new signings.
"I didn't want to lose George but I've got to get some players out before I can get some in," said Saunders.
"We've agreed a fee but I think there will be a few other clubs coming in and trying to take him as well."
Friend has made 64 appearances during his time at the Keepmoat Stadium, with initial reports claiming Boro have lodged a six-figure bid to secure his services.
