Rossi, who is currently recovering from a knee injury, has been linked with a return to Serie A for some time.
Roma were keen to acquire the 25-year-old before the Italy international suffered a recurrence of a cruciate injury in his right knee in April.
"We had shown an interest in Giuseppe Rossi," said Roma general director Franco Baldini to www.tuttomercatoweb.com.
"However, he had another serious knee injury and he will not return to play until March.
"Hence, he cannot be considered a target in our transfer market."
Rossi, who is under contract with the Spanish outfit until June 2016, is a reported target of Juventus, Napoli and Inter Milan.
Villarreal were relegated to the second division this season.
