The 19-year-old defender has signed a five-and-a-half year deal with the Barclays Premier League club, but will spend the first six months of it still at St Etienne, a side he has helped into fourth place as they seek European qualification.
"It is with great pride that ASSE sees one of its players, moreover one who was developed by the club, join one of the flagship clubs in European football," St Etienne president Roland Romeyer said.
"It is also a great satisfaction that we are able to keep Kurt Zouma until the end of the season because we have great ambitions and great challenges ahead in the championship."
St Etienne are overwhelming favourites at home to a Valenciennes side three points from safety in the bottom three, but coach Christophe Gaultier believes they remain dangerous opposition.
"This is a different team to the one we faced (in September, a 3-1 St Etienne win)," he said.
"They have changed the way they organise themselves. We saw against Marseille on Wednesday (a 2-1 L'OM victory) that this team can be difficult to manoeuvre.
"They notably won in Monaco late last year. This is an important game. We have to be better than against Bordeaux. We are fourth and the competition only grows stronger."
Gaultier will be without Jeremy Clement for the match due to an ankle problem.
