There are two new goalkeepers in the form of Liverpool's Danny Ward and Cheltenham's Connor Roberts, while Swansea's Scott Tancock, Southampton's Lloyd Isgrove, Tom Lawrence of Manchester United, Bristol City's Wes Burns and Leeds forward Chris Dawson are the other uncapped players.
Swansea duo Daniel Alfei and Lee Lucas provide some experience, while Crystal Palace midfielder Jonathan Williams, who has previously been called up to the senior side, is also included for the February 6 meeting at Stebonheath Park in Llanelli.
The match serves as Wales' preparation ahead of qualifiers for the 2015 UEFA European Under-21 Championship, which will be held in the Czech Republic.
Williams is searching for his first win since taking over from Brian Flynn last year.
