The Republic of Ireland full-back serves a one-match ban after collecting five yellow cards already this season.
Delaney was left on the bench during Saturday's goalless draw at Reading with Matthew Connolly preferred at left-back and midfielder
Mikele Leigertwood drafted in at right-back.
In a reshuffled line-up, Real Madrid loanee Daniel Parejo was recalled in attack alongside Samuel Di Carmine, who was making his first start of the season. Top-scorer Dexter Blackstock was sent on after an hour and will hope to start against City.
Veteran former Italy international Damiano Tommasi was also on the bench for the first time since he joined, so he could make his debut at Loftus Road.
Rowan Vine remains the only injury absentee as he continues his recovery from a broken leg.
Birmingham duo Radhi Jaidi and David Murphy have returned to training in preparation for the trip.
Murphy has been struggling with a knee injury which forced him to miss Saturday's 3-1 victory over Sheffield Wednesday while Jaidi missed out through a thigh injury.
The Loftus Road clash may come too soon for Jaidi but Murphy could be drafted into the squad.
