The 30-year-old has joined Somerset on an initial loan deal for the remainder of the season, after which he will make the switch to the west country a permanent one on a three-year deal.
South Africa-born Groenewald, who earlier this month told Derbyshire that he intended to leave the county at the end of the season, has taken 255 wickets in 89 first-class matches at 30.47 while he averages just under 20 with the bat.
Groenewald, who has also played for Warwickshire, said: "I am absolutely delighted to be joining Somerset, as it is a club I've held in high regard for many years. I couldn't be happier committing the next three years to the club and I can't wait to get started."
Somerset's director of cricket Dave Nosworthy said: "Tim has been on our 'look out' list for some time and it is fantastic to be able to add him into a talented crop of quality bowlers at the club."
Somerset are currently third in the Division One standings as they chase a maiden championship title, lying five points behind joint leaders Yorkshire and Nottinghamshire but with a game in hand.
