Seamer Lakmal has a hamstring tear, which ruled him out of the tourists' series-levelling victory against England at Chester-le-Street on Sunday and will stop him playing in any of the final three matches.
Sri Lanka initially announced that Shaminda Eranga would therefore be added to their ODI squad, a like-for-like replacement.
But a press release on Sri Lanka Cricket's website revealed that left-arm orthodox Herath, pencilled in for two Tests next month, will become the third spinner in the limited-overs party.
The press release read: "At a selection committee meeting ... it has been decided by the national selectors to send Rangana Herath for the Sri Lanka tour of England series, in place of Suranga Lakmal who is injured.
"Suranga will return to Sri Lanka, and Rangana will join the squad."
It is still hoped Lakmal will be fit again in time for the start of the Test series on June 12.
