Due to heavy overnight rain, umpires Peter Hartley and Neil Mallender initially put the start back to 1.10pm, with lunch being taken from 12.30pm. But the showers returned and it continued to rain on and off until 12.45pm, when it was decided there was no prospect of getting any play.
As a result, both sides remain just above the relegation zone, with one victory apiece, ahead of Worcestershire and Durham, who are still to break their duck.
It has not helped that Lancashire have now lost almost 74 hours' play in the County Championship this season and Surrey more than 65 hours.
The rain also denied Kevin Pietersen the chance of recording a highest first-class score having amassed 234 not out on Friday.
