Smith added the Lonsdale Belt to his Commonwealth strap by out-working the London-based Ochieng over 12 busy and entertaining rounds.
The Liverpudlian started slowly behind a high guard as Ochieng began brightly, throwing a lot of punches and landing the better shots on the back foot.
But Smith gradually found his feet and as he walked Ochieng down round after round it was clear the local man was landing the heavier blows.
Ochieng needed a big round and he won the seventh as he tried to up his game but as Smith knew he his opponent couldn't hurt him he continued to walk forward.
Both continued to throw a huge volume of shots at close range, Ochieng continually looking to land the upper cut, but it was Smith's right hand that often did most damage.
Ochieng was finding the going tough by the end and Smith alloowed himself some time off in the final round knowing he had done enough, the judges agreeing by scores of 117-112, 117-112 and 116-113.
Eldest brother Paul recently won back the super-middleweight title, Stephen is the super-featherweight champion while youngest sibling Callum won the English title in just his eighth fight, on the undercard.
