McDonnell has been waiting for his chance after moving into the position of No 1 challenger for the strap.
With nobody currently ranked two, the undefeated Ceja is next in the list and the sanctioning body has ordered purse bids in 30 days if the sides cannot agree terms.
Negotiations have reportedly begun, and both teams will be anxious to provide home canvass for their fighter.
McDonnell has been biding his time since defending the European title for a fourth time last March, keeping busy with a stoppage victory against the over-matched Darwin Zamora in October.
Latino champion Ceja is 24-0 but has never fought outside his native Mexico, most recently stopping Henry Maldonado in five rounds last weekend.
The title became vacant when Leo Santa Cruz opted to move up to super-bantamweight following three successful defences in 2012.
