Plans for Froch remain up in the air following his devastating victory over IBF super-middleweight champion Lucian Bute last month.
The new title holder is contracted to give Bute a rematch in Montreal although it remains to be seen whether the fighter or the IBF wish to do it all again.
The sanctioning body will order a mandatory defence anyway, which could be Kessler although the Danish warrior is only ranked seventh by the organisation.
"Mikkel Kessler's the fight we want; the fight that I want," he told Sky Sports. "Eddie Hearn had a meeting with his promoters this week.
"There's a lot of things that have to be done to make the fight happen. We're talking about getting him over to England, and it's difficult to sort out the contracts.
"Things are moving forward and hopefully in another two weeks we'll have an announcement to make."
Froch admitted his popularity has gone up another notch following the victory over Bute.
"Sky did a great job building up the fight - the job I did on the night was phenomenal," he added. "The intensity I put on Lucian Bute and the performance I put on, it was a night never to forget.
"Everybody loved it, the feedback I'm getting is phenomenal and now I'm world champion again."
